So far, about 4 out of every 5 people enrolling have qualified for tax credits to reduce the cost of their premiums. Here's what you need to know: • The sign-up website stumbled on deadline day. Visitors to HealthCare.gov on Monday morning saw messages that the site was down for maintenance. At times the visitors were also directed to a virtual waiting room -- a feature designed to ease the strain on the site during periods of heavy use. Officials attributed the problem to a software bug. • The deadline is at midnight Eastern Daylight Time for the states where the federal government is running the sign-up website; states running their own exchanges set their own deadlines. • You can sign up online by going to HealthCare.gov or your state insurance exchange. If you don't know what your state marketplace is called, HealthCare.gov will direct you. • You can call 1-800-318-2596 to sign up by phone or get help from an enrollment specialist. • Check online for sign-up centers that may be open locally, offering in-person assistance. • If you started an application by Monday but didn't finish, perhaps because of errors, missing information or website glitches, you can take advantage of a grace period. The government says it will accept paper applications until April 7 and take as much time as necessary to handle unfinished cases on HealthCare.gov. • Be prepared for the possibility of long wait times.

But the recent bidding war for Sprint between DISH Network and Japan's Softbank has made it clear that it's not going away anytime soon, while a merger between T-Mobile and MetroPCS should reinvigorate the No. 4 carrier as well. Combined with regulatory efforts to give Sprint and T-Mobile advantages over AT&T and Verizon in an upcoming spectrum auction, the dominant telecoms are seeing pressure they'd hoped to avoid.

    The vault is open at BB&T (NYSE: BBT  ) and dividends are flowing to investors. The financial services company has declared its latest set of distributions, most prominently a common stock payout of $0.23 per share. It will also hand out disbursements to holders of its Series D, E, F, and G preferred stock. For Series D, this will amount to $365.625 (the equivalent of $00.365625 per depositary share, which represents 1/1000th interest in the underlying security). For Series E, $351.5625 ($0.3515625), and for both Series F and G, $325.00 ($0.325).

When Inequality Isn't

Plutarch argued over 1900 years ago that it was income inequality that lay at the heart of the failure of the Greek republics. Other writings of that period demonstrate that the leaders were worried about the distribution of wealth in society. The causes of unequal distribution have certainly changed over time, but it seems to be built into our DNA to obsess over what we have relative to what others have.

That we are living in the most splendid golden age in the history of humanity – if by golden age we mean that for the world at large there is less hunger, longer lives, less poverty, better healthcare, better and more universal education, and a host of other factors that are manifestly superior as compared to 2000, 1000, 200, 100, 50, and even 20 years ago – is patently evident. We are far from the world Thomas Hobbes described in 1651 in Leviathan when he said "[T]he life of man [is] solitary, poor, nasty, brutish, and short." He would be amazed at the relative abundance achieved by mankind in the last 263 years.

And still, authority after authority the world over, in rich country and poor, from the President of the United States to the leaders of some of the most impoverished nations, describes income inequality as a fundamental injustice and the source of many problems .

We have spent three letters (so far) dealing with the topic of income inequality. The topic is everywhere in our daily conversation and in economic research. I've dealt with many of the facts of income inequality in these three issues and will try to conclude the topic this week. We've discovered so far that income inequality is a fact; however, income mobility has remained roughly the same over the last 40 years. That is, a person's chances of rising from a lower stratum of wealth distribution to a higher stratum is approximately the same as it was in 1975.

We have liberals and progressives who use data to demonstrate the correlation between income inequality and recessions or slow growth and then erroneously equate correlation with causation. I think we have sufficiently shown the absurdity of their conclusions. This week we will look at some of the actual causes of income inequality, and in an argumentum ad absurdum I will offer "solutions" that I guarantee can absolutely reduce income inequality just as easily as taking money from the rich and giving it to the poor. In fact my solutions are far more direct, as they affect the causes rather than the effects of income inequality. I must warn you, however, that if you harbor a religious passion for pursuing higher taxes rates on the rich and rely on income inequality as your excuse, you may not be happy with my suggestions or with the rather inconvenient facts I present.

I would like to begin this week's letter with a quote that might at first appear to have nothing to do with income inequality, but it strikes me that it is at the heart of the argument advanced by those who favor more progressive taxation. Charles Gave argues that there is a correlation (and he sees causation) between the financial repression perpetrated by central banks and the reduction of growth in the developed-world economies. And he links the low-interest-rate policies of central banks to an increased Gini coefficient and income inequality. Those of us who are of a more classical economic persuasion will find this correlation more attractive than we do the supposed one between income inequality and recessions. And we will see that the logic behind Charles's argument is more compelling.

The simple fact is that there are many correlations to be found in the economic world, and politicians find economists useful in supplying justifications to support almost any policy. The fact that economists might not agree on the data that is used in this way is immaterial to politicians who are simply looking for an excuse to do what they want to do anyway. In this regard, economists perform the same function as shamans and witch doctors in tribal societies, who regard the entrails of sheep or some other unfortunate animal and predict the future, which generally corresponds to what the chief wants to hear. Economists are far more advanced than that, of course. We painstakingly gather data and develop complex computer models to show what our politicians want to hear.

I realize that I argue at the extreme and that most economists are actually well-intentioned and trying hard to figure out how the world works. But they cleave to economic theories in much the same way that people hold religious beliefs to try to explain how the world functions. These theories often predetermine the conclusions economists come to when they analyze data. Maybe someday we will have more precise models and better theories, but until then it is probably best to be somewhat humble in setting forth our conclusions.

Now, let's devote a few moments of our attention to six paragraphs from Charles Gave's latest note (gavekal.com – subscribers only) (emphasis mine):

I read everywhere that the US budget deficit is contracting because government consumption is falling as a percentage of GDP, now that the worst of the crisis has passed. This would be very good news indeed; however, I am not so sure that this decline is for real. In fact, I believe it is an accounting illusion.

Over a period of time long [interest] rates, if left to their own devices, always converge to the nominal GDP growth rate (this was called the "golden rule" by Economics Nobel laureate Maurice Allais, and [this] is the core belief in Knut Wicksell's theory). However, a central bank can fight against this natural tendency by maintaining short rates at abnormally low levels, as the Federal Reserve did from the early 1970s until 1980 and again since 2002. During these two periods long rates were conspicuously lower than growth rates, violating the golden rule.

If negative, the difference between long bond rates and the economic growth rate is effectively a subsidy paid by the saver to the government. In short, this difference measures the amount of financial repression taking place in an economy. The fact that it is not paid to the Treasury does not mean it doesn't exist. It is a tax paid by a nation's savers – e.g., pensioners in Peoria….

This shows us that US savers have been paying a virtual tax equivalent to between 1% and 2% of GDP almost every year since 2002 – a sign of the "euthanasia of the rentier" central to every Keynesian analysis. The problem is that subsidizing government spending ultimately leads to lower productivity, slower structural growth and higher financial-crisis risk. We saw a similar euthanasia from 1966 to 1980, when the real structural growth rate of the economy was also in collapse…. The re-imposition of that dreadful tax by Alan Greenspan in 2002, only to be further aggravated by his successor Ben Bernanke, is a key factor behind the falling structural growth rate, the financial crisis and the subsequent slow recovery.

Unnaturally low funding costs undermine the structural growth rate of the US economy, because of capital misallocation. The losers in this deal are usually ordinary folk. Pensioners get no interest on their savings, while rich investors use cheap capital to chase up the cost of property, oil, etc. The Gini coefficient rises, as the poor are seldom asset-rich, and real disposable incomes take a hit as prices rise. Sometimes banks are pressured to make up the shortfall with consumer loans to the struggling classes – adding to the bonfire when the inevitable financial crisis comes.

At the end of the day, it is simple. Savings equal investments, so any tax on savings leads to lower economic growth over time. We may be seeing declining ratios in government spending as a percentage of GDP, but this is really an accounting decline. Financial repression means the government is still taxing the savers, leaving less aside for meaningful investment in the future.

Charles's fellow Frenchman, Bastiat, argued (as I quoted in the opening of the letter) that in economics there is both what we see and what we don't see. Charles argues that what we see is declining government spending as a percentage of GDP, but what we don't see is the "contribution" of financial repression and a tax on savers in making up the difference.

With regard to income inequality, what we see is the growing gap between the 1% and the rest of the world. What we don't see (because it is not often talked about in the New York Times or economics journals) are the natural and real reasons for that inequality. Most of the reasons for income inequality are in fact things we do not want to discourage. While we could devote multiple chapters of a book to each reason (and there is a massive amount of research on each), today we'll stay focused on the big picture.

Getting Old Has Its Rewards

The most significant factor in income inequality, which some research suggests is close to 75% of the problem, is that  human beings get older. And the older you get, the more money you make and the more net assets you typically have. Let's look at a few charts to give us a visual picture.

At every point across the net worth curve, the older you are the more likely you are to be wealthier, up until the time you cross into serious retirement and begin to consume your savings.

Furthermore, your income tends to rise the older you get (again, up until retirement age). The data shows that the peak earning period stretches between ages 45 to 65. This is not a shocking revelation, but it doesn't get mentioned often enough in the debate about income inequality.

    Getty Images/Joe Raedle Nelson Peltz doesn't want to wash down his Fritos with a Pepsi -- at least, not if they're both sold by the same company. His investment firm, Trian Fund Management, is a major shareholder in PepsiCo (PEP), which owns both of those brands, and he's pushing for it to separate its beverage business from its snack foods. The proposal cuts at the foundation of PepsiCo's business strategy, which revolves around the perceived synergies between its liquid offerings and its foodstuffs. Not surprisingly, the company has been swift to reject Peltz's idea in the strongest possible terms. But before we toss it out with the recycling, let's take a look to see if the proposal could be beneficial, or if it's really just so much flat soda. On its website, PepsiCo's lineup of products appears under the category "Brands You Love." Indeed, you'd be hard-pressed to fine someone who isn't a fan of at least one -- Pepsi, Tropicana, Lipton, Quaker Oats, Doritos, Fritos, Lay's and Ruffles, among many others. Synergy Among a Portfolio of Lovable Brands But Peltz argues the familiarity and renown of those products has not translated into meaningful returns lately. In a letter Trian sent PepsiCo, it said that under the reign of current CEO Indra Nooyi, the firm's growth in earnings per share "has significantly trailed that of peers." Trian argues that separating the two businesses would eliminate the overhead that comes from a sprawling corporate structure, and make each of the resultant companies leaner and more "entrepreneurial." Higher Treasuries Prices Lead to Higher Mortgage Rates

Freddie Mac released its weekly update on national mortgage rates on Thursday morning and, just as Freddie Mac vice president and chief economist Frank Nothaft predicted last week, rates are on the march back up.

Both 30-year fixed-rate mortgages (FRMs) and 15-year FRMs spiked sharply during the past seven days, with 30-year FRMs gaining eight basis points to reach 4.40%, and 15-year FRMs adding 10 b.p. to hit 3.42%. In both cases, these are the highest rates homebuyers have seen since mid-January.

As has been common so far this year, 5/1 adjustable-rate mortgage (ARM) rates followed the same tack as their longer-duration mortgage cousins, gaining eight basis points and returning to 3.10% -- the highest level since late January. Only one-year ARMs got cheaper, falling five b.p. to 2.44%.

Freddie Mac vice president and chief economist Frank Nothaft had warned last week that with interest rates on 10-year U.S. Treasuries rising, mortgage rates would likely move higher, as well. Today, he confirmed that thesis, blaming "the uptick on the 10-year Treasury note after comments by the Federal Reserve Board Chair Janet Yellen indicated a possible increase in interest rates as soon as early 2015." Adding to homebuyers' troubles, Nothaft noted that housing prices have gotten more expensive by 13.2% during the past year (through January). So in a nutshell, buyers face higher home prices -- and more expensive mortgages to pay for them.

JPMorgan Chase & Co. and Bank of America Corp Plan Dividend Raises and Buybacks (JPM, BAC)

Following the Federal Reserve Board’s release of the 2014 Comprehensive Capital Analysis and Review (CCAR) results, both JP Morgan Chase (JPM) and Bank of America (BAC) announced that they will be upping their dividend payouts and instituting share repurchase plans in the second quarter of 2014.

JP Morgan Plans Sizable Dividend Boost and $6.5 Billion Buyback

JP Morgan plans to raise its quarterly dividend from 38 cents to 40 cents, making for an annualized payout of $1.60. The intended 40 cent dividend will be paid on July 31 to all shareholders on record as of July 3.

The company will also be repurchasing $6.5 billion of equity from April 1, 2014 to March 31, 2015. JPM’s CEO, Jamie Dimon, had the following comments about the intended financial plans: “We are pleased that our Board intends to raise the dividend and has authorized us to continue our equity buyback program. We anticipate reaching a Basel III Tier I common ratio of 10% by the end of this year, taking into account these capital actions and our ongoing investments in our growing businesses."

Bank of America Raises Dividend 4 Cents, Announced $4 Billion Buyback

Bank of America plans to increase its quarterly payout from 4 cents to 5 cents, making for an annualized payout of 20 cents. The higher payout will be for the company’s second quarter dividend. In addition to the dividend raise, BAC announced a $4 billion share repurchase plan, which will be replacing the company’s current buyback plan that expires on March 31, and will include warrants and common stock.

BAC’s CEO, Brian Moynihan, had the following comments: ”Over the last few years we have focused on positioning the company to return capital to our shareholders. We know that increasing the common dividend is important to our shareholders and we are pleased that we can continue to return excess capital through both repurchases and dividends."

JP Morgan stock was up 47 cents, or 0.78%, in after hours trading. YTD, the stock is up 36.43%.

Bank of America stock was up 15 cents, or 0.87%, in after hours trading. YTD, the stock is up 6.89%.

The Company sells used versions of the new makes and models it offers and, to a lesser extent, used boats of other makes and models generally taken as trade-ins. It also sells used boats at various marinas and other offsite locations throughout the country.     Open season on the cookie jar
    Nor will they be alone. According to Bloomberg, the phenomenon of corporate insiders "raising loans through companies they own to pay themselves dividends" is a hot new trend. It's especially popular among private equity owners. A few examples:

    During the three years in which Blackstone Group (NYSE: BX  ) owned SeaWorld (NYSE: SEAS  ) , before IPOing it earlier this year, the private equity firm heaped $400 million in new debton the company -- and paid itself in excess of $600 million worth of "special" dividends. Petco has been taken private twice already (and re-IPOed once), getting loaded up with debt each time. A couple of years ago, private equity owners TPG Capital and Leonard Green & Partners took out more than $1.2 billion in loans to pay themselves a near-$700 million special dividend. Yankee Candleis aiming to raise $1.4 billion later this year and, like Beats, says it will use some of the money to roll over old debt and some more to pay its private equity owner, Dearborn Partners, a $187 million dividend.

    The $700 million question
    So, clearly, the trend is popular, but why is it popular? Why are all these companies taking on debt to pay themselves dividends, knowing the debt will eventually come due and they'll have to pay it back?

The initial fees vary depending on the system configuration and location of the theater and generally are paid to the Company in installments between the time of system signing and the time of system installation. Ongoing fees are paid over the term of the contract, commencing after the theater system has been installed and are generally equal to the greater of a fixed minimu! m amount per annum or a percentage of boxoffice receipts. The Company also provides IMAX theater systems to customers under joint revenue sharing arrangements, pursuant to which the Company provides the IMAX theater system in return for a portion of the customer�� IMAX box-office receipts, and in some cases concession revenues and/or a small upfront or initial payment. As at December 31, 2012, the Company had 316 theaters in operation under joint revenue sharing arrangements.

Production and Digital Re-Mastering (IMAX DMR)

The Company�� technology digitally re-masters Hollywood films into IMAX digital cinema package format or 15/70-format film. IMAX DMR digitally enhances the image resolution of motion picture films for projection on IMAX screens while maintaining or enhancing the visual clarity and sound quality to levels for which The IMAX Experience is known. This technology enabled the IMAX theater network to release Hollywood films simultaneously with domestic release. In a typical IMAX DMR film arrangement, the Company will receive a percentage of net box-office receipts of any commercial films released in the IMAX network, which is generally 10-15%, from a film studio for the conversion of the film to the IMAX DMR format and access to its distribution platform. During the year ended December 31, 2012, 35 films converted through the IMAX DMR process were released to theaters within the IMAX network. Film Distribution and Post-Production

The Company is also a distributor of large-format films, primarily catering to its institution! al theate! r partners. The Company generally distributes films, which it produces or for which it has acquired distribution rights from independent producers. The Company generally receives a percentage of the theater box-office receipts as a distribution fee. Films produced by the Company are typically financed through third parties, whereby the Company will generally receive a film production fee in exchange for producing the film and a distribution fee for distributing the film.     IMAX's (NYSE: IMAX  ) march to world domination continues.

    After announcing expansions of its theater network in first Russia, then Mexico, then Indonesia earlier this year, the theater-tech company announced Monday that it is partnering with CJ CGV Holdings to add 35 new IMAX theaters in China and South Korea. Five of these new theater locations, the Korean ones, had been previously optioned, but are now confirmed. The 30 Chinese locations are officially "new" news.
